The current applying range of two-part electricity price in china is too narrow, and the price structure is irrational as well. It is necessary to study the two-part electricity price and improve the price system, which can expand the scope of implementation of two-part price and promote the electricity market construction in china.This article firstly carries 50~100kW user classification based on industry category and the electricity utilization category, and then analyses the adaptability to implement the two-part electricity price system to the consumers with capacity from 50KW to 100KW. The analysis results show that the existing two-part electricity price system used in 50~100KW users can lead to user's average price increasing, make users more burden and difficult implementation. Based on above adaptive analysis and aiming to the existing 50~100KW business users, the maximum demand users among them are selected as the research samples, and a mathematical optimization model of two-part electricity price is established. The optimization scheme of two-part electricity price is obtained and the corresponding basic electricity price and time-sharing KWh-based electricity price are formulated. The sactterplot chart between the ratio using hours and the average electricity price is taken to get the mathematical expressions of general user regularity by the method of the least square regression. Through calculation and analysis, it shows that the distribution rule of raio using hours of general users is near to that of small samples users, and the basic electricity price of sample users is conincided with the general users. It is verified that the feasibility that the price regularity of small samples can be extended to the general users. Finally, the concrete implementation ideas of two-part electricity price are given. The research conclusion can promote the rationalized usage of electricity within 50 -100KW users and improve the utilization of electrical equipment and peak load by price leverage. It will also have significance on the realization of load balancing and shifting in Shanghai power system.
