Responsibility Cost Management Implementation Research For Project Of China Railway X Administration

Currently, under the conditions of market economy, the construction market is still oversupply situation. And the market is increasingly competitive. The construction market is the competition of the level of project cost management in fact. The level of project cost management not only directly affects the economic benefits of the project department, but also to the overall effectiveness of the construction business and future business development potential. Then, the there is a certain gap between the level of project cost management and the market requirements, and the profitability of company projects is limited, which affected the company's sustainable development. Therefore, this paper takes the case of China Railway X Administration to study the project responsibility cost management.This paper firstly researches of project cost management the literature, then carries out the responsibility of the project cost management concepts and theories of knowledge, and raises five content of the responsibility cost management, namely, construction of the project organization structure, responsibility cost budget, responsibility cost accounting, responsibility cost budget control and inspecting. Then the implementation strategy of five content of responsibility cost management is described. Finally, to case a subsidiary of China Railway X Administration, combined with the implementation strategy of responsibility cost management, the paper proposes the implementation scheme of X Administration subsidiary company responsibility cost management.This paper has three main points:first, through literature research, to identify research gaps of the responsibility cost management implementation strategy; Second, by analyzing the main content of responsibility cost management, to put forward specific responsibility cost management strategy, which supply related reference for our construction project cost management; third, to case a subsidiary of China Railway X Administration, and then to promote the success experience to other affiliates of China Railway X administration.
