| In order to promote the strategic adjustment of agricultural structure, improve market competitiveness of agricultural products and increase income level of the peasants, the Ministry of Agriculture formulated and implemented a regional scheme of superior agricultural products, and mainly provided support to propagate the original Variety of New Special Wheat. Government identified Huang-Huai wheat production areas as the main producing areas of high-quality wheat, and took the establishment of a system of breeding varieties as an important mission on accelerating the construction of a support system of dominant agricultural industry area in order to improve the rate of coverage and the overall production capacity of the fine seeds. Shandong Province is located in the Huang-Huai Wheat Area, and in schemed regions of national superior agricultural product. Although the total output of wheat is high in Shandong, the unreasonable structure of grain quality and poor processing capacity has introduced the emergence of outstanding problems such as poor market purchasing, serious overstock, and the decrease of product's price and peasants'income. High quality specialized and diversified market demands are required to improve efficiency and increase peasants'income. The site of the project is in Qihe County which is a national commodity grain base with a strong foundation of wheat breeding.Through the combination of theory and case study analyses, the paper mainly focused on the new projects of breeding base of high quality wheat in Qihe County and made a specific quantitative analysis bonded with project feasibility studies, marketing, investment estimation, financial evaluation, environmental impact and social effect analyses. After analyses, the main conclusions are as follows:(1) The implementation plan of the project is complete, reasonable, and with strong human resources. It has better investment environment and opportunities, market prospects, and has developed the effective prevention and countermeasures to reduce market risks.(2) The financial status of project implementation is good. The financial internal return rate of the project is 29.97%, which is greater than the set basic return rate of 10% and can indicate that the project's profitability is strong during the production period. Besides, the uncertainty analysis table shows that the project has a strong ability to achieve its breakeven as well as to resist risks. Thus, the economic benefits of the project are quite manifest.(3) We take account of the interest of the seed business, planting base, farmers, processing enterprises in the implementation of this project, using contract operation mode which is designed scientifically. The project apply original and fine species in processing technology, standardization and specialization in seed production, combined with the chamber quality inspection to ensure the stability of species and quality of Shan Nong 12.(4) The project area has produced wheat, corn and other crops for many years, and the project is a non-polluting, without any pollution to the environment. Improved seed production and processing facilities make the environmental conditions of base cleaner and more beautiful, and meanwhile, the infrastructure of project area will also be better. Farmers on the base are trained with technology to ensure the standardization of field management. To implement the program of returning straw to farmland, restoring soil fertility, reducing the amount of irrigation can not only increase production, but also improve soil quality and fertility.(5) After the project is constructed and put into operation, it can greatly promote farmers'initiative to grow high-quality wheat in the project area and the sustainable development of the local wheat industry. The implementation of projects has promoted the development of the high-quality grain and flour industries, beneficial to the adjustment of agricultural structure in Qihe County. By bringing exemplary and leading role of science and technology of leading enterprises into full play and turning advanced scientific research into practical productive forces, can not only improve professional wheat cultivation level of the project area, but also greatly promote the local farmers'income, the land efficiency, and ensure food security and social stability. Therefore, the project conforms to national industry policies, meets market demands, and with good market prospects. The project is in proper scale, and its strong anti-risk ability in both development and operation, can give itself a clear competitive advantage in the market and greater potential in the development. Therefore, the development of the project will achieve the unification of economic, social and environmental benefits. In conclusion, the development of the project is feasible. |
