The Study On The Countermeasures Of Perfect China's Government Procurement System

As an important part of modern market economy of public finance and public administration system, Government procurement plays a very important role in the development of our economy and society. Since the implementation of "Government Procurement Law" in 2003, the construction of China's government procurement system made a steady headway, government procurement project grown fast, and achieved remarkable successes. As of 2009, the scale of government procurement in China reached 741.3 billion yuan, saving rate is over11%.Government procurement management system is established gradually,and "the separate of procurement and management"work pushed gradually. The institutional framework of Government Procurement improved gradually, Gradually established a "Government Procurement Law" as the core of the government procurement laws and regulations. Related measures are also continuously improved. While affirming the achievements, we should also see that because of China's government procurement system has not built for a long time, there are still many deficiencies in the government procurement system's own building; With the further deepening of reform and opening, deep-rooted problems which restricts the development and reform of government procurement are gradually revealed. In the future China's preparation of opening up government procurement market will be very difficult. With the rapid development of China's economy and society, the government procurement system should also be reform and improve continually to advance with the times. Government procurement should not only be based on the purpose of saving finance funds, but also to pay attention to the policy function, such as strengthen the support of independent innovation and energy saving, tilt the field to increase the people's livelihood, actively to explore the new forms of public services' procurement and so on.Firstly, this paper summarizes the status and achievements of the construction of China's government procurement system in recent years.
