Agriculture is the industrial sector of producing necessary and essential household items for human survival and development. China's agriculture has gone through the first three years after the founding of agricultural support urban and industrial development phase and the reform and opening up agricultural self-accumulation and self-development stage. In the late 20th century, supply and demand situation of the whole society has a historic change in the economy. China has been the WTO member country; under the new trend in global competition, the major constraint for agricultural development has been from the simple resource to demand. The current constraint of the main factors of agricultural development in China is that high-quality agricultural products and brand name products are insufficient. In the advanced industrial development and early establishment of the national market system, brand of agriculture is a strong support to improve the competitiveness of agricultural products and a huge role to improve their level of agricultural modernization.Brand development of agriculture has become an important task of agricultural development in China. As a special form of agricultural brand, agricultural regional brand is conducive to transformation of agricultural structure and upgrading, is conducive to the industrialization and commercialization. Agricultural brand building is a process that involves multiple body systems engineering in China, which the government plays an important role in. In recent years, the government has assumed an important task in brand building in our country's agricultural situation that is to build a suitable environment for the development of agricultural products brand. First of all, this article explains the theory of brand value of agricultural products, to clarify the value of agricultural regional brand. In the next place, we analyze the evolution of the functions of government history and the adjustment of government functions on the base of the building regional brand of agricultural products. The government plays different roles in different stages of development. The government is a leader and promoter, a supervisor and manager, a public service provider. The performance of government functions is different in different stages. Shouguang is a typical case. Shouguang explores actively in optimization of agriculture structure, the development of leading enterprises, broadening financing channels, agriculture science and technology, perfect quality management system and building brand platform. We make recommendations for the government about how to perform its functions in different stages of building agricultural regional brand and to provide decision-making basis and reference for the building of agricultural regional brand.
