Research On The Ecological Compensation Mechanism In The Industry Regulation: Taking The Marine Oil And Gas Industry For Example

The ecological environment provides the material basis for human survival and the ecological resources is an important source of material.However, the carrying capacity of the ecological environment and resources has a certain limit,beyond this limit,the sustainable development of mankind will be affected.The growth of population and the weak concept of resources protection and environment protection have put a lot of pressure on the ecological environment.As an important part in industry regulation,ecological compensation mechanism is considered as an effective measures to protect the ecological environment and promote the sustainable use of the ecological resources.Marine ecological environment has been destroyed because of oil-spilling,the excessive and disorder exploration of the resources in the marine oil and gas industry,self-pollution and negative effects resulting from improper disposal in the marine oil and gas processing and exploration.It is needed to strengthen the construction of ecological compensation mechanism in marine oil and gas industry.Using the theories of industrical economics,ecological economics,environmental economics and micro-economics,the thesis firstly researches the industrical regulation theory of ecological compensation mechanism in marine oil and gas,secondly analyse the assessment mechanism,operating mechanism,government regulation mechanism and ecological pre-warning mechanism of the ecological compensation systematically,and studies the policies of ecological compensation mechanism in marine oil and gas industry regulation.The first part clarifies the theoretical basis for the ecological compensation mechanism of the marine oil and gas industry,and analyses the cost-internalization theory and cost-internalization theory of the partial equilibrium theory in the marine oil and gas industry. The second part is the core of the thesis.It researches a series of ecological compensation mechanism in the regulation of marine oil and gas industry .The assessment of ecological compensation mechanism in the marine oil and gas industry regulation, includes the valuation mechanism of the ecological compensation,green assessment mechanism in the exploration of the marine oil and gas resources, ecological carrying capacity of the marine oil and gas resources and the relationship between the non-Pareto improvement and the ecological compensation mechanism in marine oil and gas industry. The economic of government regulation is analysed based on the cost-benefit analysis and the Baron-Myerson mechanism.The standard,size and value assessment of the marine environment are included in the assessment mechanism.The carrying capacity of marine oil and gas resources is evaluated using the method of the emergy ecological footprint.The operation mechanism of the ecological compensation in the marine oil and gas industry regulation includes the analysis of the market mechanism of the ecological compensation,the financing mechanism of the ecological compensation and the incentive and punishment mechanism of the ecological compensation.The operating mechanism can ensure the resource of the ecological compensation funds and promote the enterprises in the marine oil and gas industry and the community groups to pay an attention to the ecological compensation in the marine oil and gas industry.Government regulation mechanism of the ecological compensation starts from two aspects which include the model analysis and the mechanism analysis.The models which are the game model and modified game model including no rent-seeking behavior and rent-seeking behaviour separately are used to analyse the regulation mechanism of the ecological compensation.also the ecological compensation mechanism of "supranational" government under the supervision of cross-border exploitation of the marine oil and gas resources is studied using game model.The change of different amount such as the normal income and the extra income from disorder compensation for the explorer of marine oil and gas resources,compensation fee payed by the explorer,the government's inspection cost and punishment will change the behaviour of the both games between the government and the enterprise of the marine oil and gas.To prevent the opportunistic behavior of the explorer for the marine oil and gas resources,it is important to reduce the inspection costs,develop a reasonable standard for compensation fee,and increase the punishment for the government departments in order to supervise the behaviour of the exploitation of marine resources effectively and ensure the orderly exploitation of marine resources.The ecological pre-warning mechanism clarifys the necessity and method to instruct the pre-warming mechanism.The ecological pre-warning mechanism can provide data and technical support, by which government can find and treat the affection timely to marine ecological environment brought by marine oil and gas industry.The last part of the thesis analyses the ecological compensation mechanism in the marine oil and gas industry regulation,evalues the ecological compensation policy in marine oil and gas industry regulation,and studies the countermeasures of the ecological compensation mechanism in the marine oil and gas industry from the macro and micro levels.
