With the rapid development of our country's economy, as the material base of human survival and the important resources of socio-economic development, the consumption of energy has continued to grow. Transport is one of the major industries of energy consumption in our country. With the continuing expansion of transport's scale, the energy consumption of transport sector is accounting for a larger and larger proportion in the total consumption of energy. Shortage of energy has resulted bottlenecks in the development of transport, which determines the development of transport must be efficient, energy saving and sustainable. Because the energy consumption for each transport mode to complete one unit of transport turnover is different, it is important to allocate the structure of comprehensive transport, that is to say the proportion of traffic taken by each mode of transport, aiming at saving energy.A comprehensive transport structure optimization model is established by setting different comprehensive transport structure, using scenario analysis. Firstly, the relationship between comprehensive transport and the development of economy is researched from the perspective of size and structure, indicating that there is a positive relationship between them and changes in the structure of comprehensive transport depends mainly on changes in the second industrial's structure. Secondly, the evolution of comprehensive transport's total energy consumption and energy ratio of each mode of transport are analyzed, and the three main factors influencing the energy consumption of comprehensive transport are put forward, namely the amount of transportation service, the structure of comprehensive transport and transport energy intensity. Thirdly, the factor contribution ratio of factors influencing the comprehensive transport's energy consumption is analyzed using complete decomposition model, and the research on the relationship between GDP and transport turnover is conducted in regression model by SPSS. On that basis, the structure of comprehensive transport is set using scenario analysis and the optimization model of comprehensive transport's structure based on energy consumption is built. Finally, the empirical analysis of Shaanxi Province is conducted to verify the model's operability and veracity. The most energy-efficient comprehensive transport structure of Shaanxi province at the end of the twelfth five-year is determined, for the purpose of providing reference for the direction of Shaanxi Province's comprehensive transport.
