In recent years, with the popularity of P2P software, the P2P software has occupied the Internet bandwidth resources excessively, which causes the network congestion and impedes the operation of the normal Internet business. Study the effective P2P flow control technology, apperceive the Internet applications deeply and build an operational and administrable Internet, which has become the primary problem to be solved for the telecommunication operators.In order to achieve these goals, we give a brief review of P2P flow identification and control technology. Combining with mainstream technologies of P2P flow characteristics and topology structure, we analysis the advantages and disadvantages of port detecting technology, flow model checking technology and deep packet inspection technology. Based on the study of the actual situation of P2P flow of Internet's ports, we choose the deep packet inspection technology as the core technology. At the same time, since the P2P software has the characteristic of transferring data in the transport layer with TCP or UDP, we fabricate and transmit the RST text or the response package of the application layer demolition order. Combining with the established strategy, we realize the strategic removing the TCP or UCP link of P2P flow which flows through the Internet's ports.Based on the P2P flow detecting program and interference program, we realize a P2P flow control system of the provincial Internet's Port. The system uses the parallel bypass method which doesn't affect the performance and doesn't increase failure points to deploy a backbone network in the provincial Internet's ports, and the system is designed and implemented by using the hierarchies such as mirror distributaries, pre-treatment, center points, data storage, data display which providing the system with good scalability and maintainability.P2P flow control system introduces the QoS architecture for the telecommunication operator's network operation and provides essential technology to supervise P2P flow behavior, which has positive significance for telecommunication operator to plan and optimize the network, control the flow and enhance the quality of service.
