Accompanied with the development of our society and the widely use of information technology, the Internet becomes an indispensable part of our life and work, and Internet culture also becomes a main stream of current life of this era. There are a lot of application tools, such as BBS, games, mini-blog, SNS and so on, appeared in this time. Furthermore, more and more places you can in for surfing the Internet. But there are no any monitoring and management to surf in these places, so it is unable to locate in dealing with the harmful information. Besides, the constantly changing storage places of many websites also bring the administrative department lots of difficulties in supervision. Now, the cyber cops aimed to control the local internet topology structure, IP resource allocation and access, internet information service provider, internet websites and net working units and individuals'basic data by user record. It became the most important part of the surveillance of the internet for the police. During these years, the supervision department of common information Internet security has established basic database. But since the origin of the data is hard to be guaranteed and the data appears to be fragmentary, repetitive and also hard to be fresh, the result of the practical service work is not quite satisfied.This article introduces briefly about the background of our research program, introduces object-oriented programming, the idea of hierarchical coding, and MVC model. The paper analyses concretely about the function demand of the record website and divides the business modules of this system into the stage and the backstage to devise the structure of the website system,the detail design of the system which contains the structure design of the website, system modeling, the website system design and the data base design.Based on the current situation of the internet administration, our system validates and presents the openness, expandability, safety, reliability and high efficiency in exploitation by the realization of the design of website's MVC structure and the using Struts2, Spring and Hibernate development framework for the website's development and construction. The design and realization of our website can have some reference value to other websites which based on SSH framework. Meanwhile this record model can solve most of the problems in internet administration. It also can realize the collection and management of internet users'information and share the management responsibility and data decomposing to the police at all levels in order to build up the new pattern of virtual social security prevention and control in which all police involved.
