The rapid development of regional economy and information technology is updated, makes the traditional regional economic planning method can not meet the needs of the development of regional economic. Facing the city of regional economic planning needs of information technology, geographic information systems ( GIS ) technology is introduced into the regional economic planning, based on the ArcGIS Engine components, design and development for regional economy planning system, for large city regional economic planning with information decision making tool.First, the paper on the regional economic planning system development process are the whole design, including requirement analysis, system design, system development and function realization. At the same time, to the system structure, system function design, database design of core technology on detailed analysis and explained. Secondly, a detailed explanation of system development of technology solutions based on Visual Studio 2008, ArcGIS Engine components and C # programming language, programming to achieve the main function module of the system, including system basic function ( the main window, system control link between, the correlation between the file system operation, maps, loading, roaming, amplification, narrow, space location ,etc), buffer analysis, query, the database connection, attribute data editing and processing. Finally, in order to Chengdu City regional economic planning application as an example, carries on the detailed system application experiment. Based on Chengdu city each district economic geography data, respectively, by using gravity model and gravity displacement model, a detailed analysis of the Chengdu city each county 's gross domestic product ( GDP ), the first industry, the second industry, the tertiary industry the position of the center of gravity and gravity displacement trend, Chengdu City for regional economic planning to provide more objective decision information. Finally, using the shift-share analysis method for the analysis of Chengdu City, the tertiary industry competitiveness and the relationship between structure, the Chengdu City 2000-2007 Years the tertiary industry shift share analysis results for Chengdu City, the tertiary industry regional development planning to provide detailed information for decision making. The planning system for the large city of the regional economic planning provides a more practical space analysis and decision-making tools, improve the efficiency of regional economic planning.
