The television, personal computer and mobile devices are used in IPTV. Through the STB or computer connects to the net, the IPTV brings the service to us like digital TV, mobile TV and interactive TV. The emergence of IPTV brings us a new way to watch TV, and it changed the previous mode of passive TV watching. It implement the convenient way as new watching method which brought by IPTV changed the previous method, while is more cheaper based on net. We can watch TV as we want and stop as we want. As we enjoy the beautiful stream, we are looking for the method of the IPTV business operation, which should be taken to compete with traditional get TV service advantage. Base on PPLIVE which is free and an C/S structure TV on internet, the system paid for telecommunication users with high-definition video services.The background management system of IPTV has used the B/S structure. We choose JMX which is in J2EE as the overall the system after comparison of popular web development technology. By using MVC development patter, the mutual separation of view, control and model in system makes it easy for software development and maintenance. The servlet is used for business logic and JSP page is used as the server and the user integration interface. Logical process of system is achieved by component packaging. The HTTP and SOAP are used for the system to connect with Elive and Vnet. We choose the Oracle9i as the database of outstanding performance.In the process of designing and implementing the system, we use the software engineering methods. Firstly, based on analyzed the background, development status and implementation techniques, we analysis the system demand and use the UML which is the object-oriented mode technology to give the user case diagram of system. Secondly, the generic design of the system divided the system into four modules, including the module of user authentication,the module of administrator login and authentication, the module of user ordering and the module of administrator trading and management, etc. Finally, the design and realization of core module have been analyzed and researched. The connection between the users of China Telecom, SP(service provider) and China Telecom can be linked by the system to share and exchange the information in time.
