Since 16th CPC national congress, Central Politburo of Communist Party of China organized collective learning for 75 times, 44 during 16th CPC national congress and 31 during 17th CPC national congress. After 9 years of insistence, collective learning, which just aimed to improve the government capacity, turned into a fixed system, an important channel of decision-making consultation for central government, as well as a signal of future develop trend in China.The Fourth Plenary Sessions of 17th Central Committee emphasized that to construct a learning party is an important and urgent task, and the experience of collective learning since 16th CPC national congress provides enough enlightenment. In collective learning, what the decision-making level cares mostly about are economy, policy, law, military, and the people's livelihood, and the lectures given by scholars from the Chinese Academy of Social Sciences are much more than those given by other brain trust.This paper attempts to analyze the reports about collective learning in the official media of CCP, People's Daily, and discovers that the news frame in People's Daily infers the dominance of development of decision-making level. Moreover, this paper also makes quantitative and qualitative analysis of the collective learning, brain trust, speakers by content analysis, literature analysis, and individual cases analysis, and investigates further on the issue of democratic decision-making in China. We discover the power of make-decision in China is still wielded by the leadership but not by the brain trust.
