High Frequency Over The Horizon Radar (HF OTH) which works in high frequency band, is able to break through the earth curvature restrictions on the horizon to detect targets outside the sight. HF OTH radar also has other good characteristics, for instance, it has large coverage area, and can work without the limitation of weather. Thus it is widely applied in civilian fields and military fields, and researches on HF OTH radar signal processing and targets detection are attracting more and more attention both home and abroad. This paper focuses on signal processing and detection for high frequency radar maneuvering target, and proposes a new algorithm named S2-Method based on the existing S-Method distribution; and this paper mainly studies the time-frequency based maneuvering target radar detection algorithms, and provides theoretical analysis of the detection performance of the algorithms.Firstly, this paper researches on maneuvering target radar signal processing algorithms. It briefly introduces the classical time-frequency analysis algorithms, and studies the S-Method distribution based radar maneuvering signal processing algorithms, pointing out its strengths and weaknesses. And then, according to its weaknesses in processing multi-signal, this paper proposes S2-Method distribution, which can suppresses the cross terms and separate the multi-signals better than the S-Method distribution can. Secondly, this paper focuses on maneuvering radar targets detection algorithm,including Fourier transform based detection algorithm, the time-frequency based optimal path detection algorithm, and the time-frequency based motion compensation detection algorithm. The paper introduces the principles and ideas of these algorithms and its steps in detail, and further more gives theoretical analysis of the detection performance of the optimal path detection algorithm, and study the effect of parameters on the detection performance. At last, the optimal path detection and motion compensation algorithms are discussed and compared in their performance.Finally, high speed flight maneuvering radar target detection is simulated in the context of actual measured data. The time-frequency based optimal path detection algorithm is respectively applied to the detection of the single uniform acceleration target and uniform acceleration multi-targets. This paper also studies the detection of overlapping spectral maneuvering target, the detection method first preprocess the multi-signal using the proposed S2-Method distribution algorithm, and then reconstruct the signal respectively, and finally applies the optimal path detection algorithm to the reconstructed signals.
