Base Station Controller is a key part in a communication system,which helps the mobile stations to establish multi-kinds of voice and data service over the air. As the rapid growthing of Chinese economic, communication technology has been rapid developed simultaneously. In terms of the public communication network, 3G has been more and more popular, however, most of the.professional network is still using analog technology. Migrating the professional network from analog to digital is the up to date task for all the world.Digital professional system is much more complex than analog ones, the base station needs more stronger controller. As we know, more complex means lower reliablility. On the other side, customers always need more reliable system. How to solve the conflict is the main content of this paper.Therefore, multi controllers sharing the processing tasks, which can reduce payload of controller and improve the reliability . For example, the PDT(Police Digial Trunking)system using MPI parallel computing techniques is a good solutions to realize higher reliability, lower payload of per controller and minimum efficiency loss.The PDT standard and base station controller general design is introduced, the processing of normal individual call, group call and registration precedur are analysed. Furthermore, the parallel computing and MPI program will be used in the Base Station Controller and load balance of two controller is realized with some methods, these methods are compared in this paper.
