Currently, satellite remote sensing images have been widely used in the production and life. Satellite remote sensing images'high value and high price make the control-flow of satellite remote sensing images more and more concerned. The aim of the study is to solve security problems of the satellite remote sensing images in various stages of their life cycle.By analyzing the protection of electronic documents on the prior projects, combined with the Specific of satellite remote sensing images, we propose a security solution through the entire life cycle of satellite remote sensing images to solve two tasks, including unauthorized access and image copyright recognition. Around the first task, by analyzing the advantages and disadvantages of existing electronic document protection products, pointing out its shortcomings, combined with transparent encryption and decryption technology, this paper proposes an access control model. For the second task, by analyzing the existing reversible watermarking algorithms and the characteristics of satellite remote sensing images, this paper select a suitable reversible digital watermarking algorithm to be modified to meet the needs of the system. Finally, system security, ease of use and scalability are discussed.Creative work of this paper is mainly reflected in the combination of file system filter driver, cryptography technology , access control technology and reversible digital watermarking technology used to protect the security of the satellite remote sensing images at all stages of their life cycle. An access control model based on transparent encryption and decryption technology is design to control user's operating. Modifing histogram-based reversible watermarking algorithm achieves a high capacity, tamper localization and tamper recovery reversible digital watermarking.This paper designs an effective program to control the circulation of satellite remote sensing image, and implements a set of practical applications. The system can authorize the circulation of satellite remote sensing images and can accesse it under the authority control, can also identify copyright of the images by digital watermark. In addition, the system can be extended by very simple modifications. This paper has resolved the control of satellite remote sensing image's transfer problem,and it is an important experience for the development of other electronic documents'safety protection system.
