As our country's economy develops fast day by day, car industry shows great potential and driving development trend, which gives a few social extremists and terrorists opportunities to do harm to our society. Vehicle based terrorism, such as barrack rush and car bombing occurs frequently in international world. In our country, the similar problems exist. Nowadays, internal unbalance and conflicts are increasing, which provides chances for external forces to disturb our social order. The threat against important army station increases. So, it is a urgent necessity to study the anti-rush methods and car management for the protection of main barracks.Diversified car management actuality of some main barracks in our army is investigated and analyzed, advanced electrical police system, car management system , intelligent bus system etc are studied. Based on image collection, vehicle card recognition, RF(radio frequency) recognition, vehicle speed testing and embedded system, a kind of intelligent anti-rush system that is mainly used in barracks is studied and designed in this paper. The aim of that system is for effective protection of our main buildings and entrance against car rush. Hardware and software framework of that system, key techniques such as vehicle card recognition, vehicle speed testing etc are studied in this paper.Firstly, based on analysis of necessities, the framework of intelligent barracks anti-rush system that is combined with vehicle card recognition, RF recognition, vehicle speed testing and infrared speed testing is brought forward. Main functions, hardware structure and working process of the system is described.Secondly, arithmetic for vehicle card recognition is studied, techniques of image pre-disposal, vehicle card orientation and vehicle card character recognition are analyzed. By investigating the vehicle card texture characteristics, edge testing and boundary scanning based vehicle card orientation method is designed. A kind of vehicle card recognition method that is based on BP neural networks and degree of confidence analysis is brought forward in this paper.Thirdly, arithmetic for vehicle speed testing is studied, theory and techniques of video speed testing and infrared speed testing are analyzed. According to dual-speed-testing characteristics of the system, virtual loop based speed testing method is designed.In the end, hardware and software realization of the system is analyzed. ARM+DSP based hardware structure is designed, hardware that is used in the system is selected; embedded LINUX operating system and SQLite database based software flow is designed and realized. Long-distance client-side program is developed for facilitating controlling and maintenance of the system. A kind of artificial adjudgement process is brought forward for normalizing PC- person intercommunion under certain conditions, which greatly enhances safety of the system.
