Due to the asymmetry of market information of mobile commerce (MC), the diversification and integration of users'demands, it is to more difficult to the enterprises to discover, explore and grasp the needs of users. The participates of mobile business could won the satisfaction of customers in order to maximize the return on the parties involved in mobile business only by means of deep understanding of users'requirements and mining all aspects of mobile commerce information resources.In this paper based on the analysis of customer requirements, an information flow model of the mobile commerce has been built with the using of two types of analysis tools- UML and Petri nets after the basic concept and characteristics of mobile e-commerce been understood. Finally solutions of information resource development have been gotten, which demonstrated the purpose of resource development can be achieved under the use of UML and Petri net in the mobile commerce services.The customers'main requirements of mobile commerce are search, communication and payment. In order to meet customer needs, the roles of key players of the industrial chain of mobile commerce have been defined clearly and a contextual information flow model has been built through analyzing the industrial chain. On this basis, using the Unified Modeling Language UML for modeling information flow model, use case diagrams of all participants, the sequence diagrams of content generation, consumption processes, etc. and activity diagram of customers'queries were given to descript the specific process of each participant how to exchange information anytime anywhere qualitatively and intuitively and to detail that information flow model is reasonable. Then, according to the rules transforming UML to Petri net, Petri net model of the entire process of MC transaction has been completed to direct analysis whether the verification system can occur smoothly or such issues will have a deadlock. Some advices of information resources development have been given to the participants of mobile commerce industry chain according to the final Petri nets model.
