Peer-to-peer (P2P) is a distributed network by a number of collaborative compo-sitions of the computer nodes. In a typical P2P network, nodes are self-management. Since nodes are anonymous and voluntary of contributing resources, most of the pos-itive nodes lack of provision of services, Incentive mechanism is used to regulate the ideal behavior of the node to stimulate the rational nodes to make a useful strategy, while improving the performance of P2Pnetworks.Current incentive model provide reward and punishment mechanism, excepting to maintain the principles of fairness, P2P networks can't be further improved efficiency. Because most of the objective conditions determine the node resources, P2P network node can't get a higher quality of service.This paper analyzes the existing incentive mechanism, proposed the introduction of the tax system P2P networks. This design based on the tax incentives to compen-sate for most of the integral value of the node. The mechanism can effectively impro-ve the quality of service and inhibit free-riding behavior of nodes to improve the efficiency and performance of P2P networks. It is optimized to achieve the purpose of P2P network services. The main contributions include:1. This article studies the P2P network incentive mechanism, analyzes the principle and performance incentives and proposed tax incentives which is a new model for P2P-based.2. It presents the strategy in the P2P network PMP incentive application while taking advantage of the tax allocation PMP pricing strategy to solve the problem.3. It describes the JXTA core protocols, and discusses the P2P streaming system prototype based on JXTA technology. It completed a tax-based incentive model thought P2P network 4.It made a simulation test, analysis of experimental results and testes the validity of the model.
