With its continuous development and the remarkable commercialization, GSM mobile telecommunication has been becoming the mainstream in today's telecommunication industry. GSM mobile telecommunication's characteristics of seamless coverage and real-time communication can well satisfy the technological needs from the railway development in China. Through technological integration with railway transportation operation, control, production and safety, the GSM system has now been updated into GSM-R telecommunication system, which realizes the telecommunication integration required by the Chinese railway system with its development in the aspects of heavy-loading, high-speeding, and Passenger Dedicated Lines (PDL).As a critical step in the development and construction of GSM-R Telecommunication system, Network development design plays a determining role in the network's construction expenditure and operation quality. The objective of GSM-R network development design is to provide the railway operation control system with a rapid, stable, reliable and integrated railway telecommunication system, contributing to the railway system's safety and productivity. This article intends to discuss the topic of network development design from three aspects, i.e. wireless coverage, switching network and function & application.
