With the swiftly developing of China economy and technology, satellites have found an increasingly wide utilization in all fields. All countries have made their attention to facilitate equitable access to and rational use of the natural resources of the radio-frequency spectrum and the satellite orbit.The thesis was based on the Radio Regulations, Rules of Procedure and the database which was published by International Telecommunication Union. This study also consulted some authoritative web site such as Union of Concerned Scientists web, real time satellite traching web and so on. From a new perspective, this study elaborate described the management and the application of the orbit and the spectrum resources of satellites.The principal works of this study are as follow:1. Concluding the allocation of frequencies and the technology standard of main space services.2. For the orbit and the spectrum resources of satellites, the study comprehensive arranged and described the actual used of the main space services of most countries, including United States, China, Russia, France, Britain, India, Japan, Korea and Luxembourg.3. By contrasting the actual used of the main space services of most countries, the study generalized a conclusion of commonness and trend of satellite used about the communication satellites, broadcasting satellites, meteorological satellites and earth exploration satellites. 4. To the limited spectrum resources question, the study made some guidable solutions and suggestions for the orbit and the spectrum resources of satellites.
