Therefore, the speech in the internet should be correctly treated, rationally used, and effectively normalized, in order that it turns into a road of healthy development.Protection of civil rights and human rights has become the trend of the time. Our country's current laws regulating speech in the internet is still mainly based on prohibition, stipulating it only to the extent permitted by law to post comments, restricting the variety of speech. Judging from the guidelines or techniques of legislation in China, it is not consistent with the development of contemporary Chinese legal system. The protection of free speech in the internet is the development of the protection of free speech in traditional. Speech in the internet, such a new way of the speech, makes certain groups feel panic. They regard the speech in the internet as the "scourge", requiring strict regulation on it. This paper considers that, the speech in the internet should be correctly treated and "relaxed", in order to play its proper role.The emergence of the speech in the internet not only makes a deep impact on the theory of free speech, but also shocks some of the existing law. The protection of free speech in the internet in the existing law has not formed a complete legal system. And there are some deficiencies in our Constitution and other basic provisions of the law.
