Voice service is always the main resource of traditional telecommunication operators'revenue. But with the development of IP-based network and service technology, the traditional telecommunication operators face a big challenge. Now the telecommunication operator has taken action to find a proper solution to control IP-based network. The proposed of IMS make the implementation of multimedia session service on IP-network possible; also make the convergence of fixed and mobile possible. As the most competitive evolution of a network technology, IMS achieved the wide attention by telecom operators from around world.Although the IMS is proposed by 3GPP for 3G mobile network, it uses the same SIP architecture with fixed network. And it has the following advantages: independently access; unified session control and user data; open and unified application platform; support user roaming, and centralized management of user data. And these advantages make it becoming the basis of fixed and mobile network convergence recognized by communication industry.But the quality of service provided by IMS is still not achieved the traditional voice quality. So the legacy circuit switch domain will coexist with IMS domain in a long time in the future, and both will provide voice call for the subscriber. Does the subscriber receive a call in CS domain or in IMS domain, is one of the problems VCC will solve. When the subscriber transfers from CS domain to IMS domain, and vise vas, how to keep the continuity of the voice call is another problem VCC will solve.Based on the research of IMS knowledge, this paper gave a detailed design of the service handle process of VCC solution. And provision a lab environment to verify the feasibility of the design. At last this paper provided provides a feasible solution to support data session continuity for a dual-mode MS roaming between CS-cellular network and IMS network. This solution for data session continuity is closely designed around VCC specification.
