In order to better meet the development trend of future mobile communications, 3GPPproposed LTE (Long Term Evolution) as the future mobile communications standard. LTE canmake better use of spectrum resource in order to lower the cost of providing good coverage andchannel capacity. Packet Scheduling of radio resource management is the important part ofachieving high system throughput and fast data transfer in LTE system. To make efficient use ofresources, main tasks of packet scheduling include rationally allocating radio resource amongvarious services of all the users,maximizing system throughput while ensuring fairness.This paper focuses on the packet scheduling algorithms of LTE downlink OFDMA system.Firstly, it deeply researches several classical scheduling algorithms and gives the performanceanalysis by simulating practice;Secondly, combining cross-layer design and the users' QoSrequirements, it proposes VU-K&H/MPF based on the concept of virtual users.In this paper, we make use of the system-level simulation and the results of experimental datato verify the effectiveness and practicability of VU-K&H/MPF algorithm. Compared withtraditional K&H/MPF algorithm, VU-K&H/MPF not only guarantees the system throughput andfairness among ordinary users, but also provides services for advanced users who have multipleapplications to ensure their Qos requirements. Compared with VU-MPF algorithm, VU-K&H/MPFhas better throughput performance for system.
