Along with the implementation of motor car and high-speed rail, the rail transportation of our country has completed within 5 years or so, which would take several decades in developed countries. But rapid developments of transportation techniques should be ensured by the Departments of Railway Goods and Materials (RGM). Compared to traditional bidding approaches (TBA), e-bidding platform of Railway Goods and Materials (RGM e-bidding platform), not only time and expenses are saved, but flexible bidding models are made in fitting railway bidding processes. At the same time, the purchasing taches in the bidding process, such as price competition, negotiation, bidding assessment, etc, are automatically linked to let bidding be performed temporally and accurately. Moreover, e-bidding process facilitates in supervising and recording the bidding process. With RGM e-bidding platform, Naning Railway Bureau, the purchasing costs of goods and materials has reduced, labors saved, scientific management enhanced, and the marketability increased.Firstly, by analyzing the current bidding situation in Naning Railway Bureau, the shortages of traditional bidding platform are found out, and the necessity of an e-bidding one (based on MooTools) is ascertained. Major functionalities of RGM e-bidding platform are further discussed; the framework of the e-bidding platform is introduced, and detailed designs were carried out for the core subsystems of bidding processes. Secondly, the realization of transformation flows (e.g. price competition, negotiation, bidding assessment, etc) and real-time display of interactive information of the core subsystems applied by MooTools technique are analyzed. Finally, application effects of the platform (e.g. the service efficiency of railway purchasing capital) are discussed.
