With the rapid development of network technology, a variety of information management system emerge in an endless stream. Because of the difference in development platforms,development languages and database,there exist many problems in information sharing, cross-platform operation, complex business and code reusing. In order to research solving these problems method, introduced the technology of WebService, and learn from the development of MIS system hierarchical thinking, a resolution was proposed,which was based on WebService technology and multilevel hierarchical MIS system applications.Firstly, through in-depth research of the MIS system and WebService technology, a physical with three layer and logical with five layer architecture system was proposed. The system is logically divided into the presentation layer, business logic layer, persistence layer, common component layer and data layer, five layer from top to bottom; using WebService technology to package business logic, persistence layer, and common component layer into WebService layer, and the presentation layer and data layer along with the formation of a physical three-tier structure. At the same time, researched security problems during access WebService and transmission data, and gave a set of security measures, designed a information sharing, platform crossing and code reusing information management system.Secondly, according to the actual situation of a university community, comprehensive analyzed the user needs, business processes, institutional settings and other aspects of university community, and applied the designed proposal program to the university community information management system, gave its model and external interface classes design. Implement community college management information system based on WebService and multi-layer.Finally, using LoadRunner tool and manual ways tested system performance function. Test results show that the multi-layer and WebService structure MIS system which has high practical and reference value is running properly and steadily, with good cross-platform, interoperability, and reusability.
