The change of students' learning manner is a hot issue of teaching research. In traditional-objective knowledge view, classroom-teaching is the process of maintain and re-create knowledge objective faith. The teachers' task is to teach the knowledge efficiently to all students. But they hardly concern on the enhancement of students' leaning ability.Inquiry learning is aimed to change the student's learning manner, achieve the unity of knowledge and ability, and make a association between education and life. In view of inquiry learning is different from traditional learning, this article started from the point of intellectual essence, and settled on the tacit knowledge perspective. It revealed the formation mechanism of the inquiry learning ability deeply and accurately from the perspective of tacit knowledge. And it tried to seek some useful things for the effective implementation of inquiry learning.The article has four parts. And it promoted the formation mechanism of students' inquiry learning ability in turn which was based on the inner connection of tacit knowledge and inquiry learning.In chapter one, this article tried to analyze the content, levels, presentation and basic characters of the tacit knowledge.In chapter two, it revealed the learning view and the manners and processes of tacit knowledge from the perspective of tacit knowledge, and fond out the formation mechanism of tacit knowledge and its development functions for students.In chapter three, the article summarized inquiry learning and inquiry learning ability from the perspective of tacit knowledge and analyzed the structure and form factors of inquiry learning ability. And then it proposed the formation mechanism of inquiry learning ability.In chapter four, it summed up the processes and characters of inquiry learning which was based on case- studies. And the article also proposed the implementation strategies of inquiry learning from the perspective of tacit knowledge.In this article, individuals' interactions inspired by multiple motives between complex situation and others (intercourse) are the objective basis to form inquiry learning ability. Individuals reflect and experience continuously in the processes of autonomy explore, achieve the interactions of the old and new experience(tacit knowledge and explicit information) amendments of two knowledge systems, and then it constructs new knowledge and understanding. The building process of mental structure adjusting the acts in the inner is internal mechanisms to form inquiry learning ability; individuals' problem solving activities in practice and the changing acts to meet the environment are the manifestations to form inquiry learning ability. The implementation of inquiry learning must do these as the following: Admit students' tacit knowledge and analyze its influence; respect for students' interests and experiences, and stimulate the study motivation; strengthen guidance and let students and teachers or experts join in research together; task-guide, carry out the"overall effects"of inquiry learning; enhance the guidance of students' experiences and their reflections; create opportunities and contexts to practice.
