At present, Kunming has implemented three times survey about public scientific literacy. According to the results of the survey, the level of public scientific literacy of Kunming is less than the developed countries, and also less than the national average. Therefore, to improve Kunming's scientific literacy level in public is imperative. And in order to basically improve Kunming's literacy level, work must start from juveniles. Because on the one hand, the minor is the master of Kunming's future, on the other hand, the minor has a strong plasticity, only do it from now, carry out a comprehensive promotion work of juveniles'literacy can we change the backward situation. Based on this, this paper focus on the construction of the minor's literacy, takes the senior students of primary schools in Kunming as the research object, launches investigations of the literacy of Kunming's juveniles and makes a deep analysis.First of all this article summarizes the literacy of juveniles of domestic and foreign research, and briefly discussed the current status, clarifies the method of research. Secondly, defines the core concept of the article-the literacy of the higher grades of elementary school, also ascertains theoretical basis of this paper. Thirdly, specifies the design of the research, including specifies the research objects and research content, index system is established, designs questionnaire, and makes an investigation. Then, the paper specificly analysises the literacy status of elementary students in Kunming: overall scientific quality level is low, for example lack of scientific knowledge and scientific consciousness, scientific ability is insufficient; Analysis the correlation factors: there is a strong link among district, school, family education, mother's cultural degree, visiting science and technology museum or natural history museum,going to the public library or the library reading room and students' litdracy. Furthermore analysises the influence factor of the low level of students'literacy which hidden behind the problem: public resource configuration is not reasonable, school education' leading role is not inadequate, family education does not play a significant role, the function of popular science of modern medium is not outstanding, the popular science organization does not reach the designated position. The countermeasures of improving elementary students' literacy in Kunming are suggested.
