From studying the background of government human resources management between Chinese and American, we find effective human resources management is an important practical subject. With the growing importance of human value and position, and the increasing competition of intentional, winning international competitiveness of our country depends on the effective human resources management, which becomes increasingly important. This is also an important factor from the great human resource to strong country with talent.Facing the drain of high-level personnel, compared with practical requirements, there is a gap on government human resources management. In order to improve government human resources management, we should do more research on mature HR experience of America, and adopt its successful experience to provide measures.The paper based on government resources management of China and America, and adopts the comparative method, and begins with the basic conception of human resources, the writer clears differences of human resources and talent resources, connotation and functions of government human resources management, which is inviting, placement, training and employing of human resources. This is for future discussion. Then, starting with status of Chinese and American government human resources, the writer explores development course and main contents of Chinese and American government human resources management. Next, it is the comparative study of Chinese and American government human resources management. The writer studies their same points, and analyzes their differences based on inviting, placement, training and employing of human resources. The last part is a core of the paper, successful experience of America is adopted that in view of the present situation in China, we can propose a set of a feasible solution that reflects the realities in China.
