With big investment, large number of items and regulations, the GZ educational IT project has the feature of complicated and backward management, and high compliance, it leads to the project management problems on human resource management, knowledge management, file management and communication management in all stages of the project, has influenced the success of the project. From the perspective of knowledge management, the writer here tries to generalize the conclusion that great amount of knowledge is needed and produced in project implementation and the flow of personnel has caused the drain of knowledge. Then the writer puts forward that knowledge management should be introduced to solve the problems of project management, which can be done by using knowledge base. This paper conducts a requirement analysis and system design on the knowledge base of GZ educational IT project. The knowledge base of GZ educational IT project is of great significance in keeping organization knowledge assets, producing, reserving and sharing of the educational IT project management knowledge to make GZ educational IT project management more scientific, normative and efficient. Thus, it helps to solve the problems in educational IT project management.This paper adopts the theory of project management and knowledge management, and the analysis and design methods of information system. It follows the technical research route (put forward the problem---point out the solution---analyze the problem---solve the problem) to conduct the research. It analyzes the features of GZ educational IT project and the problems of project management. Then it points out that knowledge base is the solution to solve the problem from the perspective of knowledge management, and it analyzes in detail the design need of knowledge base by using structured tools. Based on this, a knowledge base system design is put forward. First, this paper introduces the current management and characteristics of GZ educational IT projects, and points out the relevant features in management policies, procedures, personnel, organization, etc. A process-based detail analysis is made on the difficulties of GZ educational IT project management. It points out the problems such as too many management levels, complicated formality, small numbers of managers, low management skills and high mobility, loss of organizational knowledge assets, difficulty in reserving and sharing of the knowledge, and lack of scientific and normative management. It puts forward that knowledge is the key to project management and analyzes the necessity of introducing knowledge management. Analysis and design of the knowledge base is the solution to most problems in educational IT project management. Then system analysis tools and methods are used to study the project management activities in each stage of the GZ educational IT project life cycle and organization knowledge assets. Taking the purchasing stage as an example, the paper analyzes the key business procedure and data. Then it gives a structured description of the knowledge element in each stage of the GZ educational IT project life cycle, and points out the sources. Based on the analysis, this paper put forwards the general design of the knowledge base of GZ educational IT project, including the design objectives, principles and methods. It also designs the architecture of the knowledge base and the functions of each module, describes the key data and environment of software and hardware. In the end, it demonstrates the partial function of the knowledge base. This paper analyzes and designs a knowledge base for GZ educational IT project systematically and comprehensively.
