With the progress of urbanization in 1990s, a increasing number of new communities have fostered in the surburb areas. Correspondingly, various kinds of administration body of the community entered in and played their roles. Community D is a model for it has experienced sixteen years'development, so as it is called "old community". It was previously led by administrative power. In fact, neighborhood committees have long been the core of the power structure within the urban communities, but it is now facing the impact of Party Branch, property management company and the proprietor committee. During the process, has the power structure changed and how it has changed are the core problem the essay need to solve.Combined with traditional research methods of community power, the Hunter's prestigious method and Decision-making method, this essay adds social network method to illustrate the profile. Through nomination, critical events and quantitive social nerwork analysis, we can draw a conclusion that the format of the power structure within a urban community has transitted from unitary to multielement, but the essence is administrative power still inhabits the top level. The neighborhood committee holds the power of final decision. While on the other side, the present situation is determined by the positions and roles of different administration bodys in the course of community development.
