Since the open-door policy was adopted, there has been a prevailing tendency in China. Certain misunderstanding has been gradually uncovered, such as urban memory disappearing, urban expression synchronizing, urban construction disordering, urban culture getting lost. Within the analogous urban atmosphere, individuals tend to lose their own cultural satisfaction. When Datong is being forged as the world traveling city, protection and development of many material heritages have been facing serious challenges. This paper is in an attempt to focus on researching cultural heritages (especially on the Yun Gang Grotto scenic spot). In terms of methodology, such as bibliography, questionnaire, interviews etc., will be adopted to collect data. Meanwhile, social statistic software will also be applied to analyzing the collected data. According to theories of social characters and public management, this paper points out what problems should be fixed in urban construction so that certain sustainable strategies have been given out. That is, social participation. The government, colleges, project developing organizations, enterprises, media, citizens and tourists should take different parts in this culture- heritage-protection project. This paper attempts to offer certain strategies for protecting material cultural heritages in Datong. At the same time, it is hoped that the"Datong Form"will be regarded as the guidance for other cities'cultural protection and construction.
