Along with the its promotion, higher vocational education has become an important component of higher education system. In spite of the high-speed development it has been enjoying recently, higher vocational education is facing with more challenging problems and fiercer competition. Based upon the need to solve the restrictive lack of "double-title" teachers, to develop core competence of higher vocational colleges is one of the effective means of microscopically living through competition and macroscopically achieving orderly expansion quality assurance. In recent years, have been developing rapidly, but insufficient faculty resources and the lack of "double-title" teachers are among the root factors restricting future development and talent cultivation in our province. Aimed at higher vocational colleges "double-title" teachers, an in-depth systematic study can provide a facilitating and promoting solution to merit management and comprehensive development.This paper attempts to review vocational education, the basic concepts of "double-title" teachers and merit assessment and management. And furthermore, using higher vocational colleges in Heilongjiang as samples, this paper researched the general state of higher vocational colleges, teacher resources, and "double-title" teachers. It also analyzed in-depth the existing problems of "double-title" teachers. Besides, using AHP and fuzzy comprehensive evaluation, it established a "double-title" merit assessment index system, combining comprehensive evaluation combination of both quality and quantity, according to whose outcome, it put forward target-oriented and practical suggestions and a potential solution fit for merit assessment and management of higher vocational colleges in Heilongjiang Province.
