A Study On The Supply And Demand In The Expenditure Of Migrant Labor Offspring Compulsory Education

Since the nineties, the number of migrant labour increases gradually. The problem of this is the compulsory education of the migrant labour offspring, and becomes the focus of the community. At the same time, the research on compulsory education for children of migrant labour is in the ascendant."Input government-based, full-time public elementary and secondary school-based"is a long-time policy of compulsory education for migrant labour offspring. But on the view of the scholars, because of the lack of financial support, and the main responsibility for funds'supply is unknown, the practice of the policy is in resistance, the results are not good enough.The core of the compulsory education for migrant labor offspring is the educational funds'supply and demand. It is very necessary to study the issue on the supply and demand for compulsory education of migrant labor offspring. Guangzhou is the capital city with large populations of peasant workers, and there were 6 million migrant labor in the year of 2009. And the number of their children who are in the age of compulsory education is 47.39 million, which account for 38.58% of total in this city. Of which 29.70% of the students enrolled in public schools, did not meet the "public school-based" policy requirements. This article takes Guangzhou for example, using the Logistic curve to predict the number of the children of migrant labour in the following years based on collected data in recent years, to calculate the implementation of the "two focus" policy with how much financial pressure, and make recommendations accordingly.This paper is divided into four parts. The first part shows the question of the study, explaines the purpose, content, significance, methods and defining the core concepts of this research, review and evaluate the survey questions, policy analysis, institutional arrangements of educational funds of compulsory education of migrant labor offspring. The second part discusses the product attributes of the compulsory education for migrant labor offspring, and comparison with the product attributes of the compulsory education, analysis the means of educational funds'supply for migrant labor offspring. The third section summarizes the relevant literature on population projections, presented several methods of population projections, use the Logistic curve fitting to predict the 2010-2020 children of migrant labor in Guangzhou City, and calculated implementation of the "two-oriented" policy of compulsory education funding requirements, and summarized the children of migrant labor in Guangzhou compulsory education supply and demand situation and main obstacles. Based on the problem in the funds'supply and demand for compulsory education of migrant labor offspring, the fourth part gives some recommendations accordingly from the view of financial, household, policy and so on.
