| As the policy of reform and opening up to the outside world continued to carry out, the political, economic and cultural construction of the country have been gotten considerable development and improvement, and the scale of industrialization and urbanization have continued to grow, but it also brings about that a large number of surplus labor force especially the young adults in rural areas migrate to the large and medium - sized cities and coastal regions where the economic develops fast. But the imbalance transformation of the society has created the migrant worker and at the same time also produces the special group of the countryside rear youth. In recent years, a series of social problems caused by the rear youth have manifested itself, including the problems of family raise, education, physical and mental health with a large of concerns and reports. These youth don't have enough ability to judge and control and lack of the effective supervision, guidance and communication, caused their philosophy on life and worldview and values appear on the deviation, which will lead to the misconduct action, and even crimes and disturbances. The survey by the ministry in 2009 showed the phenomenons of "the two most ", that is the national cases of juveniles infringed or criming were most in the country, and most of whom are rear youth.So it is far reaching for the healthy growth of rear youth and harmonious development and social stability of the countryside to strengthen the systematical and in-depth study the special group of rear youth and find out the causes of juvenile delinquency and ways to prevent and control it. This paper analyzed the current situation and characteristics of crimes from the rear youth in our country, and the group in the County of Qichun and Xishui of Xianning city were studied. Meanwhile the trend of the rear youth's crime from the perspectives of the age and crime situation was analyzed with the policy advices and data reports about the rear youth in the past few years, and the reasons were elucidated from self development, education, environment of the society and the govern of the administration. Then the practicable proposals to prevent and control the crime of the rear youth were proposed.This paper is divided into five parts :The first part introduces the background and actual status of the research about the crime of the rear youth, which provides the theoretical basis for the research topic of this paper. Meanwhile, research results of the domestic and foreign about the rear youth's crime are general reviewed. And due to research needs, the research methods of the topic are introduced.The second part combinates the researchers'results about the rear youth's crime, and defines the age of the rear youth and the concept of rear youth's crime.The third part identifies the locations and methods for the investigation. From the numerical statement and analysis of the cruising data, it is shown that the rear youth's crime is to be the trend of high proportion, diversification and repeated of crimers, and some problems of the rear youth's survival.The fourth part concentrates on the analysis causes of the rear youth's crime. The survey data of the rear youth shows that the environment among the causes has played a leading role. Because they have not yet development and maturation, the growth of the pressure or the environment changed largely would cause great damage to them. Due to the moral and legal education system is not enough, meanwhile it lacks of the effective supervision, appropriate guidance and institutional guarantee, so it is unable to suppress the criminal psychology and behavior of the rear youth, and they embark on a road of crime finally.The fifth part proposes some practicable countermeasures to prevent the rear youth's crime. According to the analysis, countermeasures are propounded from the self development, the family, schools, the society and the government takes action to solve the problem of the rear youth's crime. |
