In China higher education has developed rapidly after the transitional phase from elite to mass higher education since the year of 1999. Postgraduate education has also sharp expansion in this period. Postgraduate education has transformed from scale expansion to connotation development, from quantity-driven to quality-driven development becomes famous, the quality of the graduate education obtain unprecedented attention, and quality assurance system is playing a positive role in improving education quality. Postgraduate education quality evaluation therefore can be put on the research agenda.
