In China higher education has developed rapidly after the transitional phase from elite to mass higher education since the year of 1999. Postgraduate education has also sharp expansion in this period. Postgraduate education has transformed from scale expansion to connotation development, from quantity-driven to quality-driven development becomes famous, the quality of the graduate education obtain unprecedented attention, and quality assurance system is playing a positive role in improving education quality. Postgraduate education quality evaluation therefore can be put on the research agenda. This paper explores the characteristics of graduate education quality evaluation in our country present circumstances, and then analysis the reality of the situation which restrict the quality improvement, the last to suggest the directly innovation to improve education quality .This paper mainly include: first of all, explores the implementation of postgraduate education quality assessment at home and abroad; Secondary, analyzes the influence factors which related to the quality of postgraduate education, The author was concerned with quality concept, match between the scale and supporting resource, the tutor team construction, and subject development; Thirdly, points out the shortcomings of postgraduate education quality evaluation and answer what happen in it now; Fourthly, probe into the evaluation implement case overseas, such as The United States National Research Council organized Assessment of Research-Doctorate Programs, The United Kingdom Higher Education Funding Council carried out Research Assessment Exercise, The Higher Education Academy launched Postgraduate Research Experience Survey , The Center for Innovation and Research in Graduate In the university of Washington started Education PhD Career Path Surveys. The fifth, advocates the government, the society, higher education institutions, students participates in quality evaluation, reform the mechanism system related to the quality, encourages clear and transparent assessment standard using in peer review and advocate information for publicly use , finally focus on the initial assumption education quality evaluation of the school-based.
