However, especially with the economic globalization, human society require much higher standard on technical ability, higher vocational education would be ready to take on heavy responsibilities. Whether American community college, Australian Technical and Further Education, Germany Fachhochschulen and Dual-system vocational education, or British Technology College, French short-term technology college and advanced class for technician, Japanese short-term college and advanced professional college, Finland Technology College, Holland higher vocational college, these non-academic colleges are different from academic colleges. Their main target is training students for profession, so that they could master a special technical ability and adapt the development of social produce. The foreign counties focus on vocational education provide a comprehensive and up-to-date coverage of research on vocational education in China, Chinese Party and state leaders pay more attention to vocational education, for example, they hold a discussion on nationwide educational work, issues National long-term programme on educational reform and developed planning during the year 2010-2020. American community colleges focus on community services, aim for providing various studying opportunities to satisfy needs of community members of different class, fields and ages. After the development of one century, community colleges had already made a special effect on American higher education system. The developmental process of Australian higher vocational education is very short, just like its history. However, it takes proud in its Technical and Further Education (TAFE) system. This type of training came under attack from those who felt that in a world of rapidly changing technology, the emphasis should be on creating adaptable, innovative workers who are capable of working in a number of different industries. And now, the TAFE system is world famous. Germany Dual-system is one of the representative vocational modes in the world, and its tremendous contribution to the development of social economy is approved by the citizens. We would learn and use the experience of American community colleges, Australian Technical and Further Education and Germany Dual-system vocational education, so as to make our higher vocational education with Chinese Characteristics.This paper is divided into five parts.
