Along with the coming of an informational society, the development of society accounts for innovative talents,but traditional education has failed to meet the demand of bringing up new talents, to change the unenlightened situation of traditional teaching mode,applying the informational technology to education is the important part of the curriculum reform blended learning provides a positive and effective way to realize the bringing up of new talents. The curriculum reform of higher education has practiced for more than ten years, but we found that the education reform carried out in many colleges do not completely change the reality of low teaching efficiency through the literature research.This study is on the basic of analysis of the blended learning and effective teaching's researches,define the concept of blended learning and effective teaching and standards of effective teaching, then analyze the necessity and feasibility of practice of blended learning based on the principle of effective Instruction,after that, aim the standards of effective teaching,under the guidance of principles of optimize the teaching process, instruction design and constructivism, design and practice the blended learning of the "foundation of educational" course. At last, the practice proves that the blended learning has a positive influence on the teaching effect of the "foundation of educational" course.
