Since "the Compulsory Education Law of the People's Republic of China" promulgated and implemented in 1986, Compulsory Education in minority areas in China have made great achievements. From 1986 to 2009, the enrollment rate of national primary school-age children have increased from 95 percent to 99.8 percent, junior middle school gross enrollment rate have increased from 22 percent to 98 percent. The establishment of the Compulsory Education law and popularization has changed the rural education backwardness thoroughly, per capita education level by farmers has improved quickly and Illiteracy rate falling rapidly not only promoted the development of rural economy, but also create conditions of rural labor flowing and urbanization process. Since entering new century, the central government have increased support to Compulsory Education of poor rural areas, and formulate and promulgate a series of policies and programs, including Compulsory Education project of national poor region, "Two Avoid One Subsidy" "One Fee System" reform, the layout and adjustment of primary and secondary schools, contemporary and long-range education, dangerous house renovation project, rural boarding school construction project, etc. But, there are still have a big gap of school running conditions between rural and urban, teachers in the overall population insufficiency, the overall quality is not high, subject structure unreasonable, excellent education erosion, the student dropout rate remain high. Therefore, Rural Compulsory Education development still faces daunting challenges, especially in western poverty-stricken area; Compulsory Education task is still more formidable.Compulsory Education is the basic stage of our entire education system that can improve the overall quality of a national or ethnic group. Therefore, analyzes the influence of Compulsory Education to anti-poverty in our country. On the one hand, it is the important measure that better implementation of the Scientific Outlook on Development in the anti-poverty process of our country. On the other hand, it is the effective way that adjustment and innovation Compulsory Education Policy in our country. Firstly, this paper analyzed the Compulsory Education Policy relevant literature and yearbook data since the foundation of our state, studied the historical changes and achievement of compulsory education implementation process in time clues. Secondly, this paper analyzed the poverty in minority area in Sichuan province from nature, society and economy. Finally, it analyzed the relationship between the accept education level of rural labor and the rural poverty reduction efficiency using qualitative and quantitative analysis method. Research result shows that:There is remarkable linear relationship between the accept education level of rural labor and rural absolute poverty rate; the rural labor education degree and rural anti-poverty efficiency has a positive correlation, the higher education degree by the rural labor force, the more contribution to rural anti-poverty; Compulsory Education's popularity increased the efficiency of rural anti-poverty, rural Compulsory Education Policy implementation accelerates the anti-poverty process.The study concluded that it analysis the rural compulsory education implementation and popularity of China under the guidance of the Scientific Outlook on Development. Adhere to the people-oriented, overall, coordinated and sustainable development of the core value orientation; implementing sustainable obligation of Compulsory Education policy anti-poverty, improve the general education level of farmers in Minority Area; formulate to improve farmers'ability and culture quality as the core of the poverty reduction policy, those are the long-term strategy of effective relieve rural Minority Area Poverty.
