The Study For The Problem Of Rural Juvenile Delinquency

The young people, who will be the reserve of socialist modernization, are future and hope of the whole nation. With the quick development and advancement of high-technology, the conditions and enviroment of juvenile have been improved greatly. In one hand, they enjoy the fruit of social and economic development, in another hand, under evil social influence,some of the juvenile fall by the wayside the juvenile, some even turn crime. A data fromJuvenile Delinquent Society shows that, in recent years, juvenile delinquency has taken over 70% of crimes in our country, in which crimes of teenagers take over 70%. "Juvenile delinquency" has been ratd as the third public nuisance after taking drugs andtraffic in drugs. Juvenile delinquency is harmful to family, society and the whole nation, which must cause attention of all. How to repress,prevent and decrease juvenile delinquency efficiently,becomes an exceptionally arduous task of all functioning departments and will be an imporatnt issue of how to maintain social stabilization and creat fine enviroment for social, political and cultural development.Pingdu is the largest in area and the fourth largest in population in Shandong province, which is a traditional agriculture city. Juvenile delinquency in rural area has been an important part. As a result, the prevention of juvenile delinquency in rural area has become extramly important and difficult, and it is also a serious problem of maintaining social stabilization and accelarating social and economic development.This thesis, which takes the 1842 juvenile delinquencts in rural area since the year 2006 as research object, analysing stematicly the current situation of juvenile delinquency in rural areas, sums up the four characteristics of juvenile crime in rural area in Pingdu, which are the criminal nature of the danger of acts of gathered, sproradic of criminal affairs, retaliatory of criminal psychology, and concentraty of criminal colony; and six development tendency, which are decrease of the total number of crime but incrase of ternager delinquency, criminal types turn to the profit based from the destruction based, the way of organization turns to rodmen, operations intllegentize and concealment, criminal types divercification, and criminal areas extended. The main reason is that influence of social enviroment of rural area, feebness of family education and induction, inappropriate of school education and management, and instability of juvenile psychology and physiological. Based on these reasons, this thesis raises four suggestions:1. enhancing the dominant function of the government and building prevention system; 2. strengthening education of juvenile; 3. focusing on the key population; 4. propelling the process of integration of urban and countryside and enhancing social service of rural area.
