With the continuous development of Internet technology, network technology applied to the field of education in various forms, more and more new technologies and new methods can be achieved, study of basic education is facing changes under an information technology environment. Web teaching and research is accompanied by educational information resulting from a new type of teaching and research model for teachers'professional development, which broke through the constraints of time, expanding the functions of teaching and research, and tap the inner knowledge resources of teachers to develop teaching and research towards a more scientific and standard direction. In advancing the process of web teaching and research will be affected by the concept of web teaching and research, network technology and information literacy of teachers, and other implications, how to identify the network culture and improve the information literacy of teachers, enhance the level of teachers'research is the key to improving the quality of web teaching and research. In the form of network collaboration to carry out a variety of web teaching and research activities, are now becoming new topics for teachers and related educational practice researchers to explore.WIKI as one of important technologies of web2.0, with its easy in collaboration and management, and powerful editing features, provides technical support for the collaborative creation of web teaching and research activities, sharing resources and the depth interaction among teachers. In this paper, distributed cognition theory, group dynamics, collaborative knowledge building theory and knowledge management theory and other theories, to explore the network environment, the internal laws of teaching and research activities, and try to carry out teaching and research activities of the network activity mechanism. In the research of this paper, proposed the mechanism system of web teaching and research under WIKI environment, designed the module of web teaching and research activities, analyzed the collaborative relationship of teachers'web teaching and research activities. At the same time, taken the collaborative knowledge sharing among teachers as a starting point, well organized the web teaching and research activities, outstanding the realization of collaboration features of platform, providing new ways for the professional development of teachers to improve the effect of web teaching and research activities. Practice has proved that, WIKI platform is welcomed by teachers, which is an effective new way to carry out the web teaching and research activities.
