The United States is an important country for the humanitarian assistance in the international community. The U.S. Congress passed "the Foreign Assistance Act", in1961. Meanwhile, the U.S. government established a long-term mechanism of humanitarian assistance. The U.S. Congress, State Department and the White House have a policy guidance role for aid. What the mainly agencies of the implementation of international humanitarian assistance are the United States Agency for International Development(USAID) and the Office of U.S. Foreign Disaster Assistance (OFDA). U.S. Department of Defense is also an important participant in the U.S. foreign humanitarian assistance.This article focuses on the U.S. government humanitarian assistance in Southeast Asia. During the Cold War, the U.S. government for the needs of the confrontation and the homage of the spirit of humanitarian, for example, The U.S. government arranged for the Indo-Chinese refugees; After the Cold War, the U.S. government kept a long-term humanitarian concerns in the region, especially in the21st century, the U.S. government participated in the humanitarian assistance of the Indonesian tsunami and the humanitarian assistance of Myanmar cyclone, all of this is the outstanding performance of the U.S. government humanitarian assistance in the region. From the humanitarian assistance provided by the United States in Southeast Asia, we can see, the aid of U.S. government in the region is always going with some considerations for political interest. The United States wants to strengthen its 'soft power' by humanitarian assistance, this is a political behavior of aid. The U.S. government humanitarian assistance to recipient countries not only produced some positive results, for example, to stable the region that unstable caused by disasters, but also conducive to U.S. political objectives in the region, such as to enhance the National figure of the United States and strengthen the political influence. Naturally, some problems of cooperation cannot be avoided in the aid.Overall, the humanitarian assistance of the U.S. government has a win-win meaningful. Because the United States is a country of the rule of law, the U.S. government forms a relative mature Mechanism of humanitarian assistance by the support of laws and policies, this is a Consistent behavior from policy making to the specific relief. To some extent, the U.S. government uses the flexible means of humanitarian assistance to achieve the target of enhancing international image, maintaining political and military influence in Southeast Asia. Some experiences have the meaning of enlightenment for the humanitarian assistance of China in the area. This article will has a superficial investigation that focuses on the whole situation of the U.S. humanitarian assistance in Southeast Asia, and the effectiveness and function of humanitarian assistance.
