Our Government Introduced The Practice Of The ISO Quality Management System

Since Nineteen seventies, an administrative reform tide sweeps across the whole world.One of the reform is improving administrative efficiency through the reform of internal management system of the government, improving the quality and level of public services.Tt is also our important goal to build a fair, honest, efficient, transparent service-type government. As the world's most authoritative, the most influential non-governmental organization for standardization--he international organization for Standardization (ISO), which created the ISO9000quality management system that is the model of the organization's quality management and assurance, summaried, wraparounded, absorbbed the essence of quality management theory in the world. The system standard, as a kind of important management tool and theory, were used in the world widely since1987.The core management idea includding customer center, full participation,process method,system management,continuous improvement, produced tremendous effect, gained great success. Tt's realistic and positive to research the way of introducing ISO9000into administration, improving the quality of the administration service, constructting service-type government.The thesis is divided into five parts:Chapter I:The main content of ISO quality management system, and the theoretical basis of introduction of the system.This chapter firstly give a brief introduction of ISO9000quality management system.Secondly, elaborats the theoretical basis on government sector introducing ISO of quality management system, which including enterprise government theory, the theory of overall quality management, performance management theory, seamless management theory.Chapter Ⅱ:Analysis the necessity and feasibility of the introduction of ISO quality management system by government.This chapter mainly elaborated the important significance and feasibility of our government introducing the ISO quality management system.Chapter Ⅲ: The present situation of Chinese government introduce in the ISO quality management system,including the establishment of ISO quality management system in government departments and the effect that have achived,and introduced the experience of Beijing Drug Administration.Chapter Ⅳ:The predicament of the introduction of ISO quality management system.Mainly analyse the predicament of the introduction of ISO quality management system in theory and in practice.Chapter Ⅴ:The path of the introduction of ISO quality management system. Mainly analyse the principle and the path of introducing the ISO quality management system into government departments.
