| Since the 1970s,with the unceasingly development of policy science and the constantly transformation of the social public administration environment , the traditional public policy theories has not been able to satisfy the dual needs of theory and reality. Therefore, a kind of new policy network theory arises at the historic moment. Policy network theory which has rich connotations,has not only provided a new pattern for public policy analysis and made up the insufficient explanation of the traditional policy analysis pattern to the Public policy activity, but also provided one kind of new public governance pattern for the effective realization of public governance..The research object of the article is the policy network theory. The primary task is further studying the concerning theoretical issues that faced the practice in two dimension of a new policy analysis pattern and a new public governance pattern after defining the basic concept system of the policy network theory, which lays the good foundation for the specific application of the policy network theory.The paper divides into four chapters. The research on the policy network theory is going from the easy to the difficult and complicated step by step. The first chapter is the introduction. It mainly introduced the research background and significance, summarized the domestic and foreign present study situation, and then determined the article's main research content as well as the research techniques it should adopt. The second chapter mainly analyzed the historic condition and the theoretical basis that the policy network theory produces,and then further arranged the knowledge pedigree and redefined the basic concept system of the policy network theory, making effort to understanding the policy network theory completely and explicitly. The content in the third chapter is mainly studying the connotation of the policy network analytical pattern on the traditional policy analysis pattern foundation, and trying to integrate the policy process analytical model to preferably describe and explain the complex public policy activities. The main research content of the fourth chapter is the related theoretical issues about how to applying the policy network theory into public governance,and combining the governance theory to explore a new effective solution to solve the complicated and diverse social public problems in the postmodern society. |
