Research Of Government Roles In The Upgrade Of Industry Of Jianghai District

Currently, our country put forward to accelerate transformation of the mode of economic development, adjusting and optimizing the industrial structure. Guangdong Province's "12th Five-Year Plan" put forward the building of a modern industrial system as to speed up transformation and upgrading to achieve the"Happy Guangdong"strategic task by adhering to create manufacturing industry and service industry coordination, integration of informatization and industrialization in order to realize Guangdong's"Modern Industry 500 Strongest"project and to accelerate the construction of the globally important modern industrial base and national strategic emerging industry base, and to form strategic emerging industries as the leader of advanced manufacturing industry and modern service industry which are the mainstay of the industrial structure. Jiangmen City's "12th Five-Year Plan" proposed to accelerate the construction of the national base of advanced manufacturing industry and to create a modern industrial city, which mainly develops equipment manufacturing industry energetically, fosters strategic emerging industries, promotes a comprehensive upgrading of traditional industries, and vigorously develops modern service industry. The" 12th Five-Year Plan" put forward to the development of advantage industry and burgeoning industry, building base of advanced manufacturing industry to develop modern service industry, optimizing the industrial structure. In 1994 Jiangmen City Jianghai District Administrative Division adjusted to establish the New District. After years of development and adjustment of industrial structure optimization, there are still problems as small scale, low industry industrial agglomeration degree, under-developed new industry and modern service industry. And the industry structure also needs to be further optimized and upgraded. The existing problems of upgrading the industry mainly lie in the government's insufficiency in industrial planning, policy support and impetus. Therefore, how to strengthen the role of government at present, how to solve problems in the process of the industrial upgrading and how to accelerate the pace of industrial upgrading are the main questions of this study.First of all, this paper presents firstly Jianghai's industrial upgrading and the closely related role of the government, secondly the related theories at home and abroad, and last the analysis of district industrial upgrading situation, discussing the role of government in industrial upgrading. Then, this paper concerns industry upgrade and the relevant theories about government's role, exploring the meaures of the government in the industrial upgrading to overcome existing shortcomings, namely supporting policies to the industry, government financial support to industrial upgrading investment, government impetus to the industrial upgrading, and in-depth analysis of the existing problems. The insufficiencies of the above aspects are seriously now. And lack of a strategic vision and the unreasonable planning led to failure of reaching the designated position. The government's lack of systemic thinking on industrial upgrading also worsened the problem. So we should strengthen government function, and advance our idea of an industry upgrade. Finally, the article draws lessons and successful experience from domestic and international industry to upgrade the government's role through theoretical and practical experience of the comparative analysis in terms of the government planning, policy system, basic construction and the impetus of the government, which are the relevant measures put forward to strengthen the industrial upgrading of the role of the government.
