22 of 55 ethnic minorities in China those who have the total population of 63 million refered to the fifth national census data in 2002 and the population bellow 10 million for each one,are named as the ethnic minorities with small populations.Since the founding of the People's Republic of China, they have been not realy dominating their own poltical rights but living in the more improved quality, and the deveopment of their economy and sosieties are running more sustainablely. However,their overal level of econamic and social development keep in the situations of the relatively backward and the severe propety due to the historical facts and natural living conditions,etc. The CPC Central Committee and State Council attach great importance to the development of these ethnic groups with small populations.With the spirit of "The National Unity and Progress together, Common Prosperity And Development" for all ethnic minorities and on the basis of the reqired policies of the CPC Central Committee and State Council, both the development work-out of ethnic minorities with small populations and the focus on speeding up their development under the special policies and the final achievement of common prosperity goal,are of great theoretical and practical significance to implement the Scientific Outlook on Development, enhance the ethnic unity, maintain stable frontier, achieve the goal of comparatively well-off society, and even build a harmonious society.To thoroughly implement the spirit of the National Work Conference of the Central goverment and Yunnan provincial government and the National Support Population Less Nationalities Meeting,and to put into effect the Supporting Population Less Nationalities Development Plan(2005-2010 year), Yunnan province made the Yunnan Supporting Population Less Nationalities Development Plan(2005-2010 year) for the promotion of their development under some special policies.At present, it has been achieved greatly and accumulated rich experiences. As a resault, the comprehensive and systematic researchs into their plolicy system and experiences,achievments,standing difficulties in the development of seven ethnic minorities with small polution, are to provide a reference to the work promotion for the Population Less Nationalities during the period of the Twelfth-Five-year Plan and to implementing the requirements of Supporting Population Less Nationalities Development Plan(2011-2015 year).The body of this paper text demonstrates deeply the ideas in five parts:the first is to significance the development policies of supporting ethnic minorities with small polution in Yunnan. The next is to support small population national development policy and practice analysis in Yunnan.the third one tries to analyze the practical difficulties of implementing these policies. Finaly, it offers some improvement proposals of the development policies to the ethnic minorities with small polution in Yunnan.The paper, Study on the Pratical Diffculties and Countermeasure for the Development Policies of Supporting Ethnic Groups with Small Polution in Yunnan, mostly focuses on the analysis of the problems of implementing policies on the basis of performing the formuled policies. In the ways of analysing of the policies performance system, the aim is mainly to make clear that the local government must follow the internal relationship between the development of socialist marketing economy and public management,and then match up the government's decision-making functions and the implementing functions.Meanwhile, to the problems of the implementing lag,the governments trasfer more certain authorities of decision-making and flexible implementing into the local or the direct-implementing agencies.In this case,the local agencies,to some extent, make use these certain authorities of amending the related policies to the practical situations.The governments still continuously establish more agencies for the strict supervision and assessment of the policies implementing aspects,finaly realizing the goal of the policy implementing achievements.
