For a long time, there has been a problem of discriminating against farmer in China. Farmers become China's largest vulnerable groups,because they are the lack of political rights, economic rights and social rights, and they are in the bottom of society. Farmer is discriminated against, and become vulnerable groups, of course ,which due to characteristics of agriculture and farmer to a certain extent, but, more important reason is Series of policies and institutional arrangements discriminating peasant. In the limits of industrialization strategy of priority development of heavy industry, development model of developing industry in cost of agricultural stagnation, and dual structure system, The rights of farmers are violated constantly. Compared with citizen, farmer's social status is low. The direct reason farmers become vulnerable group is that resource is Unequal distribution distributed by government ,which led to farmer is lack of opportunities and ways to develop. I think the fundamental reason of farmer become vulnerable groups is that state power ignores and violates farmers' rights, which leads to the lack of farmers' rights, and makes farmers inevitably marginalized and become the bottom of society. Therefore, to achieve the aim that change the weak position of farmers, we must fully protect farmers' rights, limit state power, fair and reasonable distribution, reasonable distribute national resources by the concept of fair and justice, achieve coordinated development of industry and agriculture, give farmers the opportunity to self-development on the economic front, establish farmers' organizations, improving their ability to self-protection, give farmers special protection in the way of formulating "Farmers' Rights Protection Act" to achieve substantive equality between farmers and other social sectors.
