The experience of countries in the world has shown that the leading cadre is an important soft power of a country.Our country have summarized the historical experience and strengthened the system's construction since the reforming and opening to the outside world. Now our country is entering into a brand new period, the system of selecting, appointing and assessing cadres has got a remarkable achievement. With China's further development of social, cultural and economic life, and more intense the competition between countries becoming, the existing system of selecting and appointing cadres can not fully meet the requirements of the masses. China is now in the important period of transition into a new era,on this critical moment, cadres' issue is one of the important determinant,selecting cadres in a democratic way and grasping the key aspects of system reform could effectively overcome the irregularities in selecting and appointing cadres. It is a fine way to participate in political in a democratic and orderly way,which connect the cadres' posts to the messes' satisfaction and confirmation, may the government officials dare not get slack at theirs work.Our country should carry out and improve the inner-party democracy and the people's democratic system, to enable the system platform the citizen participate in politically and fulfill the messes' voteing right,participation right, right to know and to express and supervise. The commen party members and the public play should play a part in politics in an enthusiastic way.This paper uses literature research method,survey method and normative analyse method to analyze China's exsting selecting, appointing and assessing cadres system. The system constituents are as follows:selection system, appointment system, testing and appointment system, employment system and public selection, internal recruitment. The selection method is mainly that the the messes voted the NPC member, then NPC members vote the leading cadres.The appointing procedure is that the national authorities and superior leaders nominating and appointing national authorities'leading officials,this appointment system now is going with the democratic recommendation way. The appointment system elect outstanding person in public by an examination way. The talents in non-leadership positions are suit for the post competition. The employment system is apply to positions requiring special skills, hiring senior personnel according to contracts.China's cadre election recently is mainly by these following procedure:release announcement, registration, qualification, written tests, interviews, investigation,in the end,decide the person to be select,outstanding young people will took up the leading posts.The innovating period is from 2000 to 2011,this time our country promulgate many decrees, which including "PRC Civil Servant Law", have been improving the regulations such as public selection, internal recruitment, officeholding, deposal, resignation and demotion. Studying the Soviet selection system is significant for reform of China's selecting, appointing and assessing cadres system.The disintegration of the Soviet Union and dissolution of Communist Party of Soviet Union has many reasons,whitch the most important one is degeneration within Soviet. The decrees of Communist Party of Soviet Union enacted later is highly centralized political restructuring, this finally leaded the party destroied. Knowing the cadres system of Soviet Union, I can do more specific analysis of China's cadres selection system. Appointment system is the system that the legislature and other departments investigate and appoint Executive Leader directly.Appointment system is good for the superior arranging posts bases on the cadre's ability, expertise and job demand intime. It's objection is that it relies on the superiors' vision and selfless spirit, whitch would easily lead cadres responsible for the superior, not for lower level. The selection system could urge the cadres to be more responsible,use rights to restrict power, it also has disadvantages itself. The selection is public interest-oriented,it won't select people with misdeeds, but it not always find the one really excellent. China has several problems in the system of selecting, appointing and assessing cadres up till the present moment:lacking of democracy, imperfect law system, abusing of appointed way and poor supervision. We should use these following measures to reform China's cadre selection system.Using the probationary period system to assess cadres. Through the real work's long time test, it would make up the pre-appointment assess's inadequate and widen the assessment's scope, enhance the accuracy of Cadres' assessment.The system of keeping the public informed could optimize the cadre rank by knowing the messes' opinion. The fixed-term appointment system could impel the cadre rank's promotion and demotion. The system of selecting, appointing and assessing cadres should be confirmed in legal form to achive supervisory effects.These measures are effective measures expanding demo(?)acy,establishing sound and scientific system of selecting, appointing and assessing cadres,they are good for improve supervision and internal governance mechanism. They are effective measures to prevent malpractices, and is of great significance.
