With the rapid development of e-government, because the original had a great mode of government changes, the form of e-government are often faced with the legality problems, the blind construction and driving force shortage. To solve these problems should be launched in three main aspects: First, improving the organizations to solve the problem of inadequate in protection of organization; second is to confirm the legal status of electronic administrative body, regulate the application of electronic signatures, electronic procedures to determine the legitimacy of e-government development legal basis; Third, through the promotion and norms the standards development and implementation, system construction, operation and management, sources of finance, supervision and evaluation of e-government, work procedures in these areas to solve the problem of blind construction and lack of driving force. Hope that through the study of these aspects and build e-government Legislation theoretical system, serve the rule of law for the development of e-government.
