| When the reform and opening up, Chinese people learned from civil servants system in Western countries and established recruitment system for civil servants after the eighties of last century. We were surprised to find that the "advanced" western system was originated from the Chinese ancient imperial examination system. The imperial examination system founded in the Sui Dynasty inherited endless in Chinese history, shined in the East-West clash of civilizations and cultural exchanges and had a huge impact on the current recruitment system for civil servant. The fundamental reason is that the core values of imperial examination system are"Open, Fair and Just". In the paper, it was aimed to explore the rational core of the imperial examination system as a reference, revelation improving of recruitment system for civil servants and propose the prospects of completing recruitment system for Chinese civil servants. It might be a slight contribution for improving the recruitment system for civil servants.This paper is divided into four parts.In Chapter 1, a brief overview of traditional election officials system in ancient China was introduced. And then the rational core of the imperial examination system was proposed, elaborated and tested from three aspects of enroll chance, exam implementation and results.In Chapter 2, firstly, the current situation and development of recruitment system for civil servants were introduced. A brief introduction about two ways of recruitment system (writing test and interview) was made. And then three aspects of introspection to the imbalance operation of recruitment system for Chinese civil servants were seriously proposed.In Chapter 3, the historical inspirations rooted in talent selection system that existed in the longest history and had the widest affect were discussed from three aspects (enroll chance, exam implementation and results). The idea of improving recruitment system for civil servants was proposed.At the end, the prospects of recruitment system for Chinese civil servants were. The theoretical basis and practical initiatives were put forward for exploring and improving recruitment system for civil servants.With the improvement of recruitment system for Chinese civil servants, the problems would come out. Recruitment system for civil servants was deficient in the registration, examinations, recruitment and others, which requires refrom for meeting the needs of selecting the talented people.Reform was not only based on reality and future, but also needed for reviewing the past and summing up historical experience. "Imperial system" has become the history, but its inherent ideas, the essence of recruitment system and methods, as well as its enduring value of"Open, Fair and Just"are still worthy of our introspection and learning. History has been past, but the reality is the continuation of history. Standing on the shoulders of history, we can see the distant future. |
