| Nowadays, with governments around the world continue to carry out democratic reforms, which also continue to focus in depth, there is a system level, but also a level of institutional mechanisms, and the most important reform is transparency in government, therefore the system disclosure of government information has become the most countries in implementing the political reform process in the focus of attention. Information, as important social resource in the 21st century, with the electronics and information technology continues to improve and mature, it has, second of energy, materials, become another can promote economic development, social change, important carrier of human civilization and progress. At the same time, as opposed to traditional resources such as oil and coal, information is a renewable, unlimited, and can be shared; it will be the most advanced wealth of human activity.The system disclosure of government information is not only the promotion of information resources held by the government to be optimized allocation and full utilization, and develop the information as an important resource for economic and social advantages, moreover to uphold and develop social democracy, social construction of political civilization and build a harmonious society. In China, the "Republic of China on Disclosure of Government Information Regulations"(the PRC State Council Order - No.492) have been agreed by 165th State Council executive meeting on January 17,2007, after that Premier Wen Jiabao Signed on April 5,2007, and since May 1,2008 shall come into force, which means the disclosure of government information system is established, is the transparency of government reform and political culture of reform milestones.Prior to this, our theory of government information for the study began in the 20th century,80's, to the " Republic of China on Disclosure of Government Information Regulations "(hereinafter referred to as "Regulations") promulgated during the period, our government and academia in terms of Government Information Have done a lot of useful exploration and bold attempt, and full fruits. However, in the system of disclosure government information specific implementation process also exposed some problems, such as the overall development of disclosure government information imbalance, some place or departments lack of coordination and communication between each other, and some local government do not know enough the information needs of the public, cooperation and interaction with the public is also not enough, resulting in the contents of arbitrary information disclosure, supervision, and evaluation of different scales and so on. To address these issues, in addition to implementing disclosure government information system construction, but also to establish system of disclosure government information in the value orientation, so as to clear the target of system, standardize government information disclosure behavior. Therefore, this study based on the theory of government information disclosure and the value of theory, respectively, of the beneficiaries of the system makers and system (ie interest groups) on the value of disclosure government information system needs, and explains the exists differences between the two and the solution; also the system in the course of the discretion of the issues were thoroughly discussed, and a clear system of disclosure government information in the course of values to be upheld and the correct values to the effective implementation of the aid. Through from the system draft and system implementation of two levels, a comprehensive analysis of the present and the future of disclosure government information system to face the problems and challenges, summed up the government information disclosure system should adhere to the correct values orientation, for the future improvement of disclosure government information institutional mechanisms and a clear system of criteria and codes of conduct, it is very necessary and meaningful. |
